Lightseeker, thank you for your comments. It's nice to get advice from both sides of the spectrum.
To answer your question, the dictionary defines an enabler (or to enable someone) as the ability to make possible or easy, to make able, give power, means, competence or ability to authorize. To relate enabling to his/her PA would be to say that the partner is not standing his/her ground, they are not speaking up about their concerns or they may possibly be making things too easy on the PA.
